CONSTITUTION AND BY-LAWS OF THE YOMECHAS FEDERATION
ADVENTURE GUIDES, PIONEERS AND TRAILBLAZERS

ARTICLE I - Name.
The name of this organization shall be the Yomechas Federation of The Plains, The Streams, The Heartland, The Prairie, The Woodland, The Meadows and The Pioneer Nations, and The Trailblazer Council.
ARTICLE II - Purpose.
The purpose of this organization is to foster a closer relationship between parents and children through affiliation with and participation in the Y-Adventure Guide Programs of the Indian Boundary YMCA.
ARTICLE III - Membership and Dues.
Adventure Guide membership shall be open to any boy or girl in grades 1 through 3 and their parent or adult sponsor.
There can be exceptions to this, not to exceed one grade.
Pioneer program membership shall be open to any boy or girl aged 3 through 6 and their parent or adult sponsor.
Parents and children must attend all circle meetings and outings together.
The Trailblazer program is open to any boy or girl in grades 5 through 12 and their parent or adult sponsor.
Each member must be either a program or family member of the Indian Boundary YMCA.
Family membership entitles the members to participate in all YMCA activities; program membership is limited to the Adventure Guide, Pioneer or Trailblazer programs only.
Current membership fees are listed in YMCA program publications, or are available from the YMCA's office.
Yomechas Federation program dues, and Nation dues where applicable, shall be paid annually at the rate determined by the Federation Council.
Each member, parent and child, shall pay the Federation and Nation dues to each program of which they are members.
Federation and Nation dues may be set annually by the Federation Council without the amendment of this constitution or by-laws.
ARTICLE IV - Organization.
- The Yomechas Federation shall consist of two or more Adventure Guide and Pioneer Nations, and the Trailblazer Council.
- The Nations and the Trailblazer Council shall consist of ten to a maximum of fifteen circles/bunkhouses.*
- It is recommended that circles consist of 6 to 10 families, and that bunkhouses consist of 6 to 15 families.*
- The Nations and the Trailblazer Council shall be governed by the Federation Council.
* Fewer circles/bunkhouses may maintain a Nation/TB Council until new circles/bunkhouses
are formed. Fewer families may maintain a circle/bunkhouse until new members are
recruited. The Yomechas Federation shall operate using the continuous circle/bunkhouse
concept, assigning new members to existing circles/bunkhouses to replace graduated
members each year.
ARTICLE V - Federation Officers and Their Duties.
The Federation Council directs the Yomechas Y-Adventure Guide Program, and is responsible to the YMCA Staff Adventure Guide Coordinator (Outfitter) of the Indian Boundary YMCA.
The Federation Council consists of the following officers, all of whom are voting members:
1. Federation Navigator.
- Acts as the Chief Executive of the Federation.
- Calls and conducts all Federation Council meetings.
- Responsible for all Federation programs and activities.
2. Nation Navigators.
- Assist the Federation Navigator.
- Conduct all Nation Council meetings.
- Responsible for all of their Nation's programs, activities, and the recruiting of new members for their Nations.
3. Trailblazer Council Foreman.
- Assists the Federation Navigator.
- Conducts all Trailblazer Council meetings.
- Responsible for all Trailblazer programs, activities and recruiting of new members for the Trailblazer Nation.
4. Federation Compass Bearer.
- Assists the Federation Navigator.
- Conducts Federation Council meetings in the Federation Navigator's absence.
- Coordinates the Induction Ceremony with the Nation Navigators and the Nation Compass Bearers.
- Responsible for the preparation of the Federation's annual program of activities, and publication of changes as required.
5. Federation Scout.
- Assists the Federation Navigator.
- Coordinates the recruiting of all new members.
- Chairs the Federation Recruiting Committee.
- Responsible for the assignment of new members to the Nations.
- Coordinates all Federation publicity activities.
- Coordinates all Parade and Festival participation by Federation members.
6. Federation Log Keeper.
- Assists the Federation Navigator.
- Keeps and publishes minutes of all Federation meetings.
- Responsible for publishing a current list of all officers.
- Publishes the federation newsletter to all program families.
7. Federation Treasure Keeper.
- Assists the Federation Navigator.
- Responsible for coordinating the collection of dues, fees, program material payments, and YMCA membership fees.
- Makes disbursements of all Federation funds in accordance with established procedures.
- Reports Federation financial status monthly to the Federation Council and annually to the Federation membership.
- Prepares the annual Federation budget.
- Coordinates the Shop-N-Share program and other fundraisers for the Federation.
- Prepares annual tax returns and other financial reports as required.
8. Federation Surveyor.
- Assists the Federation Navigator.
- Coordinates the Bowling events.
- Coordinates the Floor Hockey and Soccer activities.
- Coordinates the Roller Skating events.
9. Federation Aviator.
- Assists the Federation Navigator.
- Coordinates the Pumpkin Hunt events.
- Coordinates the Christmas Tree Sales with the Y's Men's Club.
- Coordinates the Kite Fly events.
10. Federation Pilot.
- Assists the Federation Navigator.
- Coordinates the Christmas Party event.
- Coordinates the Canoe-On-Wheels events.
11. Federation Pathfinder.
- Assists the Federation Navigator.
- Coordinates the Federation Campout scheduling function, including the Fall, Winter and Spring Campouts of all Nations.
- Establishes and maintains effective relationships with the camps where the Federation conducts its annual Campouts and Outings.
12. Federation Weaver.
- Assists the Federation Navigator.
- Establishes and maintains the Yomechas Federation Web Page on the Internet.
- Establishes and maintains a comprehensive Yomechas Federation database each year, containing data pertaining to the program members, circles, Nations and to the Federation as a whole.
- Provides information reports to Federation officers from the database and the Web Page as needed.
- Assists the Outfitter and Treasure Keeper in the registering of members and processing of payments as needed, using automated techniques.
- Ensures that Federation data and programs are properly secured and backed up, whether on private, YMCA owned or Federation owned computer equipment.
13. Federation Mountaineer.
- Assists the Federation Navigator.
- Coordinates the Federation's Adopt-A-Family Program.
- Coordinates other community service activities as required.
14. Federation Elder.
- Assists the Federation Navigator.
- Perfoms special one-time projects, as directed by the Federation Navigator.
- His chief duty is to serve in an advisory capacity to the Federation Navigator and the Federation Council, and to provide program continuity.
15. Federation Patriarch.
- Assists the Federation Navigator.
- His chief duty is to serve in an advisory capacity to the Federation Navigator, the Federation Council and the Federation as a whole, and to provide program continuity.
- Provides liaison between the Yomechas Federation and the YMCA staff, and with other levels of the Adventure Guide Program nationwide.
- Acts as the Federation Historian.
- Responsible for devotions at Federation Council meetings and other Federation events as appropriate.
- Responsible for the development, publication, acquisition and distribution of program materials and books.
- Coordinates the assignment of circle names and Nation areas.
- Performs the procurement of Federation program supplies, such as patches, beads, etc.
16. YMCA Adventure Guide Program Coordinator (Outfitter).
- Assists the Federation Navigator.
- Provides liaison between the Federation Council and the YMCA staff.
- Assists the Federation program by providing administrative and logistical support as required, including reproduction of program materials, clerical support to Federation activities, depositing of Federation funds in approved financial institutions, etc.
- Provides input to the Federation Council about YMCA activities and programs.
- Responsible for all membership registrations, and the development and publication of membership rosters and reports.
- Responsible for the storage and distribution of all Federation patches, beads, and other program supplies.
17. Federation Officers Emeritus.
- Serve collectively in an advisory capacity to the Federation Navigator and the Federation Council, and provide program continuity.
- All individuals voted into this office by the Federation Council shall share this position.
The Emeriti may exercise one vote jointly. Any or all of the Emeriti who are present at any Federation Council meeting may exercise the vote.
If there is no majority from the Emeriti on a vote, the Emeriti shall abstain.
- Inductees are nominated and elected by a two-thirds majority of the Federation Council, and are exempt from all provisions of Articles X and XI.
18. In order to encourage additonal parents and volunteers to learn how to carry out the
business and operations of the Federation, the following officers are encouraged to acquire
non-voting assistants, who shall also train for the assumption of Federation officer duties
in future years: Scout, Log Keeper, Treasure Keeper, Surveyor, Aviator, Pilot, Mountaineer,
Pathfinder, and Weaver.
ARTICLE VI. Adventure Guide/Pioneer Nation Officers and Duties.
The Nation Council plans and directs the activity program of each Nation. Each Nation Officer
works in coordination with his counterpart on the Federation Council. The Nation Council
consists of the following officers, each of whom is a voting member:
1. Nation Navigator.
- Acts as the Chief Executive of the Nation Council.
- Calls and conducts all Nation Council meetings.
- Responsible for all Nation programs, activities, and the recruiting of new members for the Nation.
- Responsible for ensuring that the Federation and Adventure Guide programs are promoted and carried out as required.
2. Nation Compass Bearer.
- Assists the Nation Navigator.
- Conducts Nation Council meetings and other Nation activities in the absence of the Nation Navigator.
- Coordinates the Nation's portion of the Induction Ceremony.
- Coordinates the Nation's Fall, Winter and Spring Outings.
3. Nation Scout.
- Assists the Nation Navigator.
- Coordinates the recruiting of new Nation members and assignment of them to circles.
- Coordinates all Nation publicity activities.
- Represents the Nation on the Federation Recruiting and Publicity Committees.
- Directs the Nation's participation in parades and special events.
4. Nation Log Keeper.
- Assists the Nation Navigator.
- Keeps and publishes all Nation Council meeting minutes.
- Responsible for keeping up-to-date lists of Nation officers and circle rosters.
- Responsible for the Nation's membership registrations.
- Publishes a Nation Newsletter.
- Keeps and publishes an accurate list of all honor points earned by each circle monthly.
5. Nation Surveyor.
- Assists the Nation Navigator.
- Coordinates the Bowling event.
- Coordinates the Nation's Floor Hockey and/or Indoor Soccer activities.
- Coordinates the Roller Skating event.
6. Nation Aviator.
- Assists the Nation Navigator.
- Coordinates the Pumpkin Hunt event.
- Coordinates the Kite Fly event.
7. Nation Pilot.
- Assists the Nation Navigator.
- Coordinates the Christmas Party.
- Coordinates the Nation's Canoe-On-Wheels.
8. Nation Mountaineer.
- Assists the Nation Navigator.
- Coordinates the Nation's Adopt-A-Family Program.
- Coordinates the Nation's Community Service and Charitable Programs.
9. Nation Elder.
- Assists the Nation Navigator and the Nation's Council.
- His chief duty is to serve in an advisory capacity to the Navigator and the Council, and to provide program continuity.
- Responsible for devotions at Nation Council meetings and Nation events.
- Responsible for acquisition and distribution of program materials for the Nation.
10. Circle Navigators.
- Assist the Nation Navigator.
- Direct their individual circle activities.
ARTICLE VII. Adventure Guide and Pioneer Circle Officers and Duties.
1. Circle Navigator.
- Acts as the head of the circle, with full authority to call and conduct all circle meetings.
- Responsible for the activities and programs of the circle.
- Assigns circle duties to all members.
- Responsible for ensuring that all Nation Council meetings are attended by himself or herself, or another member of the circle.
- Responsible for ensuring that the recommendations and programs of the Federation Council,
his/her Nation Council and the Adventure Guide program are promoted and carried out.
2. Circle Compass Bearer.
- Assists the Circle Navigator.
- Presides over circle meetings in the absence of the Navigator.
- Responsible for organizing and running special circle ceremonies when appropriate.
- Responsible for acquisition and distribution of program materials as required, such as patches, manuals, beads, Canoe-On-Wheels kits, name tags, vest patterns, etc.
3. Circle Log Keeper.
- Assists the Circle Navigator.
- Responsible for keeping an up-to-date roster of all circle members and officers, and passing on the same to the Nation Log Keeper and the YMCA Outfitter.
- Keeps an up-to-date list of all beads earned by every circle member, attendance at all meetings and events, and points earned by the circle toward the Honor Circle award.
- Keeps minutes of all circle meetings, and reports same to the circle at the next meeting.
4. Circle Treasure Keeper.
- Assists the Circle Navigator.
- Responsible for the collection of all money in the circle, and the proper accounting and disbursement of same.
- Registers all memberships and makes circle fee payments in September of each year.
- Sees that all membership forms and dues for members are properly filled out and registered with YMCA in a timely fashion.
5. Circle Surveyor.
- Assists the Circle Navigator.
- Responsible for keeping the circle history - a file or scrapbook of past invitations, projects,
outing information, trophies, circle rosters, photos and other records of past circle activities.
- Collects photos and news of circle activities for publication in Nation and Federation publications, and provides them to the Nation Scout on request.
6. Circle Elder.
- Assists the Circle Navigator.
- His/her chief duty is to serve in an advisory capacity to the Circle Navigator and the whole circle in general.
- Assists all other circle officers when needed, and may temporarily assume their duties
when required to do so by the Circle Navigator because of an officer's ilness, resignation, or other causes.
7. Other circle offices may be established by circle preference. It is recommended that as many
parents be involved in holding an office as possible. The children love it, it is a solid avenue
of leadership training, and spreads the workload of running the circle.
ARTICLE VIII. Trailblazer Council Officers and Duties.
The direction of the Trailblazer program shall be accomplished by the Trailblazer Council. This
Council shall be composed of the following officers, each of whom shall be a voting member:
1. TB Council Foreman.
- Acts as the Chief Executive of the Trailblazer Council.
- Calls and conducts all Trailblazer Council meetings.
- Responsible for attending all Federation Council meetings, or ensuring that a representative attends in his/her place.
- Responsible for all Trailblazer programs, activities, and the recruiting of new members for the Trailblazer program.
- Ensures that all Federation and Adventure Guide programs are promoted and carried out.
2. Trailboss.
- As the Trailblazer activity program Chairman, is responsible for ensuring that all Trailblazer activities are planned and conducted in an effective manner.
- Acts as the Trailblazer Council Foreman in the absence of that individual.
- Responsible for all Trailblazer program publicity.
- Represents the Trailblazer Council on the Federation Publicity Committee.
3. Brander.
- Coordinates Trailblazer program recruitment, and assigns new wranglers to bunkhouses.
- Keeps all Trailblazer Council membership records and historical files.
- Responsible for the collection of all Trailblazer program dues and membership fees.
- Represents the Trailblazer Council on the Federation Recruiting Committee.
4. Canoe Coordinator.
- Responsible for the establishment and conduct of a thorough canoe training program.
- Trains bunkhouse canoe instructors, and implements an overall program for training all wranglers in safe canoeing techniques.
- Provides safety and first aid training to the Trailblazer program as required.
5. Elder.
- Assists the TB Council Foreman in implementing the Trailblazer program as required.
- Provides program continuity to the overall Trailblazer Council.
- Performs special projects as assigned by the Trailblazer Council Foreman.
6. Bunkhouse Foremen.
- Assist the Council Foreman.
- Direct the activities of their individual bunkhouses.
- Ensure that Trailblazer Council, Federation and YMCA programs are carried out.
ARTICLE IX. Trailblazer Bunkhouses.
Each bunkhouse shall consist 5 to 15 parents or sponsors and their sons or daughters,
beginning with the 5th grade level. It should meet at least once per month for a bunkhouse
meeting and activity, and once per month for the Trailblazer Council scheduled outing or
activity. Bunkhouse officers and their duties shall be similar to those of the TB Council
officers.
ARTICLE X. Election of Officers.
1. Federation Officers.
- The Federation Navigator shall be elected from the current group of Federation Officers whenever possible, in order to ensure continuity in the Federation's operations.
- Other Federation officers shall be elected from the current or previous Federation, Nation or Trailblazer Council officers whenever possible.
- Nominations for all Federation Council offices shall be submitted in writing to the Federation Patriarch by the regular March meeting each year.
- Elections for all Federation offices shall be conducted by the outgoing Patriarch during the regular April meeting of the Federation Council.
All Federation officers present shall have one vote.
The candidate receiving a majority of the votes for each office shall be declared elected.
If no candidate receives a majority of the votes for any office, another election shall be held immediately among the two candidates who received the highest number of votes in the initial balloting.
- All Federation offices shall be filled by election only; none may be filled solely by the receipt of a single nomination. A majority of negative votes for any person shall defeat the election of the affected candidate.
- Nominations for Federation office may be made by any member of the Yomechas Federation. Individual members may nominate themselves.
- Newly elected Federation officers shall assume their duties on June 1 of each year. The term of office shall be one year, and incumbents shall be eligible for re-election to the office held.
2. Nation/Trailblazer Council Officers.
- The Nation Navigators and the Trailblazer Council Foreman shall be elected from the current Federation, Nation or Council officers whenever possible.
- Nation and Trailblazer Council officers shall be nominated verbally by the circles/bunkhouses at the regular April meeting of the year.
- Each circle/bunkhouse is required to submit a minimum of one and a maximum of three candidates for the incoming offices.
- The outgoing Nation/Trailblazer Elder shall conduct the election of the new officers at the regular May meeting of each year.
All Nation/Trailblazer Council officers present shall have one vote.
The candidate receiving the majority of the votes for each office shall be declared elected.
If no candidate receives a majority of the votes for any one office, another election shall be held immediately among the two candidates who received the highest number of votes in the initial balloting.
- All Nation offices shall be filled by balloting; none may be filled solely by the receipt of a single nomination.
A majority of negative votes for any person shall defeat the election of the affected candidate.
- Newly elected Nation/Trailblazer Council officers shall assume their duties on June 1 of each year.
The term of office shall be one year, and incumbents shall be eligible for re-election to the office held.
- Nation Navigators and the Trailblazer Council Foremen shall be nominated in March each year, shall be elected in April, and shall take office on June 1.
During the time between election and taking of office, they shall assist the outgoing Nation Navigator or
Trailblazer Foreman, including attending Federation Council meetings and learning Nation operations.
3. Circle/Bunkhouse Officers.
- The methods of election of these leaders shall be determined by each circle/bunkhouse.
- Officers shall serve for a one year term, preferably changing offices at the same time as the Nation/Trailblazer Council officers.
ARTICLE XI. Officer Vacancies.
- A vacancy in office shall occur when any elected or appointed officer resigns, or is unable to attend three consecutive meetings of his/her Council or circle/bunkhouse.
- If a vacancy occurs in the office of Federation Navigator, the Federation Compass Bearer
shall temporarily assume the office of Federation Navigator. A permanent Federation
Navigator shall be elected by the Federation Council as soon as possible.
- If a vacancy occurs in any other Federation office, the Federation Navigator shall appoint
a replacement, subject to an approval vote of a majority of the remaining Council members.
- If a vacancy occurs in the office of Nation Navigator or Trailblazer Council Foreman, the
Nation Compass Bearer or Trailblazer Trailboss shall fill the vacancy, and a new Nation
Compass Bearer or Trailblazer Trailboss shall be elected by a majority of the remaining
Council members.
- If a vacancy occurs in any other Nation or Trailblazer Council office, the Nation Navigator
or Trailblazer Council Foreman shall appoint a successor, subject to an approval vote of a
majority of the remaining Council members.
- If a vacancy occurs in any circle or bunkhouse office, the circle or bunkhouse shall elect a replacement.
ARTICLE XII. Meetings.
- Regular Federation Council, Nation Council and Trailblazer Council meetings shall be held
monthly from September through June, and at the call of the respective Navigator or
Foreman.
- Nation Navigators and Trailblazer Council Foremen or their representatives are required to
attend all Federation Council meetings. All other Federation officers are required to attend
all Federation meetings.
- Circle Navigators and Trailblazer Bunkhouse Foremen or their representatives are required
to attend all Nation/Trailblazer Council meetings.
- All Nation/Trailblazer Council meetings are open to any member of the Yomechas
Federation in good standing.
- Federation meetings are open to all officers of the Federation Council, and to others by
invitation only. Invitations may be extended by any Federation officer upon request.
- All Federation, Nation and Trailblazer Council meetings shall normally be called by the
respective Navigator/Foreman. However, a special meeting of any Council must be called
by the respective Navigator/Foreman upon presentation of a written request from at least 5
officers of the respective Council.
- All meetings shall be opened by a non-denominational devotion.
- All meetings shall be governed by "Robert's Rules of Order - Latest Revised Edition".
- A quorum of the Federation Council, a Nation Council or the Trailblazer Council shall
consist of a majority of all Council officers.
- All Federation and Nation meetings shall be conducted in facilities approved by the
Federation, and according to the currently established Federation meeting schedule.
Under no circumstances shall such meetings be conducted in facilities serving alcoholic
beverages.
ARTICLE XIII. Amendments.
- A proposed amendment or amendments to this constitution or by-laws shall be submitted
to the Federation Council at a regular monthly meeting, and shall be voted on at the next
subsequent regular monthly meeting.
- A 2/3 vote in favor is required to amend this constitution or by-laws, provided a quorum is present.
ARTICLE XIV. System of Finances.
- All Adventure Guide program funds shall be deposited by the Federation Outfitter or
Federation Treasure Keeper in financial institutions and accounts approved by the
Federation Council.
- Program funds shall not be received or disbursed outside the normal accounts established
for the Federation. The receipt of cash for program events is strongly discouraged, and
payment of Federation financial obligations by cash is prohibited.
- Program funds shall be disbursed by the Federation Treasure Keeper in accordance with
established disbursement policies of the Federation Council.
- The Federation Treasure Keeper shall report to the Federation Council monthly the status
of the Federation finances, including bank balances, a list of checks written, and the status
of each Nation's funds.
- The Federation Treasure Keeper shall report annually to the Federation membership at
large the full financial information covering the preceding program year. The report shall
include bank balances, funds received by event, furnds disbursed by event, and the status
of the Federation's property.
- An audit committee shall be appointed by the Federation Navigator annually to review
the Federation's financial records and status. It shall be composed of the Federation
Patriarch, the Federation Treasure Keeper and a financially experienced general member
of the Federation, who is not a Federation officer. This committee shall issue a written
report of its findings within 30 days of the completion of the audit.
- A written procedure shall be developed and made available to all Federation members,
specifying the procedures for membership dues collection, outing registration and fee
payment, and the procedure for applying for and processing requests for refunds.
- The Federation Treasure Keeper shall prepare and present to the Federation Council a
recommended budget annually. This budget, as revised and approved by the Federation
Council, shall form the basis for the expenditures of the following program year. Each
Federation fiscal year shall start on July 1st, and end on the following June 30th.
- All outing invoices must be approved by the respective Nation Navigator or Trailblazer
Council Foreman before payment. All requests for refunds must be approved by the
respective Nation Navigator or Trailblazer Council Foreman before payment.
ARTICLE XV. Effective Date and Transition.
- This constitution and by-laws shall go into effect on March 1, 2004, replacing in its
entirety the previous version of June 1, 1999, as amended on October 30, 2000.
- All officers elected to their positions for the 2003-2004 program year under the previous
version of this constitution shall retain their corresponding offices until the end of the
program year on May 31, 2004.
BY - LAWS
BY-LAW 1. Honor Circle Guidelines.
- Each Adventure Guide Nation shall establish and maintain a system for encouraging
active participation in program activities by means of recognizing such participation
through an Honor Circle system.
- The Nation Honor Circle contest begins on June 1 of each year, and ends on the last day
of the Spring Outing the following year.
- Each Nation shall set its own minimum point count for Honor Circle for the coming year
at the May Council meeting.
- 50 points to be awarded for attendance at the regular Nation Council meetings.
- 50 points to be awarded for the performance of a service project for the Adventure Guide
program, the YMCA, the community, or a charity.
- 100 points to be awarded for assisting in the planning and direction of outings and other
program activities, or for making trophies or other awards.
- Circle event attendance points:
- 60 points for attendance by all members at a Nation or Federation event.
- 50 points for attendance by 80 to 99% of the members.
- 40 points for attendance by 60 to 79% of the members.
- 30 points for attendance by 40 to 59% of the members.
- 20 points for attendance by 20 to 39% of the members.
- 10 points for attendance by 1 to 19% of the members.
- Bead Earning Points: All circles are encouraged to make the earning of beads count toward
earning honor circle points, since this encourages closer bonding between parent and child.
Doing things together to learn more about our program, and participating in more activities
provides positive growth for all of us. The honor circle point amount is 25 points per average
bead earned in the circle (a 20 member circle earning a total of 140 beads would get 175
points <140/20 = 7.0 x 25 = 175>). Only beads earned during the current program year may
be counted for points. Each color of bead may be counted only once for points, although a
number of them may be earned more than once.
The earning of the Basic Nature Study Award and the Animal Tracking Award shall also
count as the earning of a bead for point purposes.
- Additional points may be earned by circle members by means selected by individual
Nations.
BY - LAW 2. Awards System.
- The planning, organization and execution of the annual activity program of the Yomechas
Federation is performed primarily by the volunteer effort of its members and officers. It is
vital to the operation of the Federation that its leadership volunteer for and perform the
multitude of tasks necessary to keep it running. A system of recognition for such volunteer
service is an important part of this operation.
- The Federation Council shall establish a specific system for recognizing the service that is
given to the Adventure Guide program by its officers.
- Each Nation and Trailblazer Council shall also establish a spcific system for recognizing
the services performed for the program by the Nation/Trailblazer Council officers, Circle
Navigators and Bunkhouse Foremen.
BY - LAW 3. Standing Committees.
- The following committees shall be established on a permanent basis:
- Federation Recruiting Committee - Established for the purpose of developing and
executing a thorough annual program for the recruitment of new members for the
Federation. It shall be headed by the Federation Scout, and shall have a representative
from each Nation and the Trailblazer Council.
- Federation Publicity and Newsletter Committee -Established for the purpose of developing
and executing an extensive annual program to publicize the activities of our local
Adventure Guide program in our community, and to publish a regular newsletter to
our entire program membership. It shall be headed by the Federation Log Keeper.
BY- LAW 4. Yomechas Federation Alcohol Policy.
- The goal of the Adventure Guide Programs is to foster understanding and companionship
between parent and child. To reach this understanding and foster such a relationship, our
children need our undivided attention. This goal cannot be achieved with such distractions
as alcohol.
- For this reason, the Yomechas Federation prohibits the drinking of alcohol at organized
Federation, Nation and Circle events, such as circle meetings in member homes. We
especially prohibit the drinking of alcohol at campouts. Our organization will not tolerate
the consumption of alcohol during any organized event. We will also not tolerate the leaving
of an event to partake in alcohol consumption only to later return.
The following sanctions shall be imposed on any violators of this Alcohol Policy and their
circle. The violators and all members of their circle will not be allowed to participate
in any Adventure Guide program events until all sanctions are fulfilled. There will be no
refunds for any membership and/or event fees.
- The violator's circle will lose all honor points.
- The violator's circle will miss all events until and including the next campout.
- The violator will miss all events until and including the next two campouts.
- The violator's circle will perform eight (8) hours of community service at the Indian
Boundary YMCA for each adult member.
- All sanctions must be completed before the signup deadline for the next allowable
campout.
- The violator's circle members, with their families, must attend a specially arranged
parent meeting to discuss the Yomechas Federation Alcohol Policy.
- The Federation Council may impose any lesser sanction deemed appropriate.
- There will be an additional sanction for any second offense by a violator and/or their circle,
which is expulsion from the Federation for four (4) years. Violators and other members of
their circle must pass through an appeal and review process by the Federation Council
before being allowed to be reinstated into the Federation.
- The Federation Council is to determine whether a violation of the Alcohol Policy has
occurred and what sanctions are to be imposed. This determination can be made at a
regular monthly meeting or at a special meeting after giving due notice to the Council
and to all interested parties.
